The Washington Territorial Legislature in 1861 creates Snohomish Countyout of Island County and designates Mukilteo as the temporary county seat. Six months later, the county seat moves to Snohomish City, and it moves again in 1897 to Everett. A settlement on Tulalip Bay in 1853 is often referred to as the birthplace of Snohomish County. An 1861 census counts Snohomish County’s non-Native population at 49 men and zero women, as earliest male settlers often formed families with local Native American women.
